Jacob Quinn, Chief Deputy Clerk for the City of Carmel, is a trusted voice with seven years’ experience working in Carmel City Hall and another four years at the Indiana Statehouse. He has the needed experience to serve Carmel taxpayers from day one as Carmel City Clerk, providing transparency and connecting residents to important information.
“I view this office as a link between taxpayers and the government,” Quinn said. “My goals will be to continue to engage with taxpayers as I’ve done for more than a decade, be available for any and all questions about what is happening in local government and to continue to find ways to keep the public informed.”
The City Clerk is responsible for managing city records, updating online documents, serving as the clerk for the City Council and Board of Public Works and Safety, recording meetings, providing the service as a notary, overseeing daily operations of the City Court, balancing daily receipts and collecting payments for court fines.
“It was ingrained in me early on to make sure citizens have a good experience with government,” Quinn said. “This is a true servant’s position. I won’t create policy, because that’s not what this position does. I’ll strive to provide exceptional service for the people of Carmel. It’s not about me. It’s always about the people.”
In his current role, Quinn ensured communications from the clerk’s office ran smoothly, even as the COVID-19 pandemic disrupted regular operations. He became the point person for the public to view meetings in real time and he worked with others to make sure new technologies could not only increase efficiency, but also increase transparency in the long run.
“I will continue to find ways to utilize technology to help with document retention and keeping the public informed about what is going on in city government,” Quinn said. “The public deserves to know how their city councilor voted or when an item is up for a vote. I’ve worked with HOAs and concerned citizens to keep them informed about the process, but also finding ways for them to provide feedback and speak at meetings, whether in person or virtually.”
While Quinn has a long history in the Indiana Republican Party, having worked for the majority caucus in the Statehouse and serving as a state convention delegate, he will serve all taxpayers equally.
“The role of the Carmel City Clerk is to serve residents, regardless of their background, their political affiliation or where they stand on an issue. This office is about providing transparency,” Quinn said. “My first goal is to provide the best service. City Clerk is the least political of the elected positions in Carmel and that’s the way I want to keep it. I won’t be easily swayed by politics to do something that doesn’t put taxpayers first.”
Quinn grew up in Central Indiana and is a graduate of Indiana University-Bloomington with a bachelor’s degree in Public Affairs. Prior to working for the City of Carmel, Quinn was a Senior Legislative Assistant and Intern Director for the Indiana House of Representatives and a Budget Analyst for Education and Economic Development for the State Budget Agency.
Quinn and his wife, Sarah, have two children and are members of St. Elizabeth Seton Catholic Church. They enjoy exploring Carmel’s parks, walking their dog Ozzie and watching IU basketball. Quinn is a member of Synergize, the Carmel Citizens Police Academy, and the Indiana League of Municipal Clerks and Clerk-Treasurers.
